Quiet quitting and what it is really telling you.

Gallup counts quiet quitting as its not-engaged category, meaning employees who do the minimum required and are psychologically detached from their job. That is a survey classification, not a diagnosis, and it groups an early burnout signal together with a limit that may be entirely sound.

THE QUICK TAKEAWAY

Quiet quitting is one label for at least three different things, and the label cannot tell them apart. Withdrawal that arrives with exhaustion, has spread past work and does not lift after time away is an early burnout signal. Withdrawal that was chosen, stays specific to one employer and leaves capacity intact everywhere else is a boundary, and often a defensible one. Withdrawal that has been stable for a year with neither exhaustion nor relief attached is usually a fit problem. CEREVITY clinicians work with professionals on which of the three is happening before anything irreversible gets decided.

§01 / 09 / Definition

What quiet quitting actually is.

Quiet quitting describes doing the job as written and no more, which Gallup measures as its not-engaged category: employees who do the minimum required and are psychologically detached from their work. Professionals should read that as an attitudinal survey classification rather than a clinical finding about any individual.

Quiet quitting is a media label rather than a clinical category, and it covers at least three situations that need different responses. Gallup, the source of most engagement numbers in circulation, treats it as the not-engaged category and states plainly that not engaged employees are quietly quitting, meaning people who do the minimum required and are psychologically detached from their job. In the first half of 2026 Gallup found 31% of U.S. employees engaged and 18% actively disengaged, from quarterly self-administered web surveys of 43,262 employed U.S. adults aged 18 and over on the Gallup Panel, which leaves roughly half the workforce in the middle category. CEREVITY is a nationwide network of independent licensed clinicians working with executives, physicians, founders and attorneys who have pulled back to the minimum while continuing to hold demanding roles. Work is private-pay, so no insurance claim is submitted and nothing is routed through an employer. Sessions run 50-minute, 90-minute or 3-hour. If distress becomes acute, call or text 988 for the Suicide and Crisis Lifeline, or text HOME to 741741.

Six pressures behind pulling back at a senior level

01

Withdrawal that has to stay invisible

Pulling back at a junior level is noticed and corrected. Pulling back at a senior level is often not noticed at all, because the output that gets measured is lagging and the discretionary effort that stopped was never on anybody's dashboard. The result is a private adjustment that nobody names for months, and by the time it surfaces the person has usually stopped expecting anything to change.

02

Resources fell while the demands did not

Headcount goes, budget goes, the person who used to absorb the escalations goes. The job description does not move. Job demands-resources research describes exactly this configuration as the one that drains energy, and it is a structural fact about the role rather than a fact about the person holding it. Most people in it privately conclude the opposite.

03

The people who pull back hardest cared most

Discretionary effort is what gets withdrawn, and only somebody who was giving it has any to withdraw. Senior professionals who describe themselves as coasting are almost always describing the second half of a story whose first half was years of over-function. Reading the coasting without the over-function produces a character verdict rather than an explanation.

04

Leaving is priced higher than staying badly

Unvested equity, a partnership track, a clinical credentialing timeline, a spouse's job, a mortgage. The Bureau of Labor Statistics notes that the quits rate measures willingness or ability to leave, and ability is doing a lot of work in that sentence for people at this level. When exit is expensive, the adjustment happens inside the job instead.

05

No vocabulary for a limit short of resignation

Most workplaces have language for resigning and language for going off sick, and almost none for working the job as written. A professional who wants the third thing usually has to do it silently, which converts a defensible position into something that looks like concealment and feels like it too.

06

The pulling back does not stay at work

Detachment learned in one place is rarely well contained. Clients describe the same flatness arriving at home, at the gym, with friends they used to want to see. When the withdrawal generalises like that, the workplace framing stops being adequate, and the useful question changes from what the job deserves to what has happened to capacity.

▶ Research

Two findings sit next to each other and are constantly merged. Gallup reports that 31% of U.S. employees were engaged and 18% actively disengaged in the first half of 2026, from quarterly web surveys of 43,262 employed U.S. adults aged 18 and over on its panel, and it describes the remaining middle category, not engaged, as quietly quitting. The World Health Organization separately defines burn-out in ICD-11 as an occupational phenomenon rather than a medical condition, with increased mental distance from one's job as its second dimension. One statement classifies attitudes across a population, the other describes a stress syndrome in a person. Reading the first as though it diagnosed the second is the most common error in commentary on this subject.1

What the engagement data establishes, and what it does not

Gallup's not-engaged category is the definition in use

Gallup states that not engaged employees are quietly quitting, describing them as psychologically unattached to their work and company. In the first half of 2026, 31% of U.S. employees were engaged and 18% actively disengaged in surveys of 43,262 employed U.S. adults aged 18 and over, leaving about half in that middle group.

Resentment marks a different category entirely

Gallup describes actively disengaged employees as loudly quitting, and as not just unhappy but resentful. That is 17% of employees globally in 2025 and 18% in the United States in the first half of 2026. Resentment points at a specific grievance rather than the general depletion that produces quiet withdrawal.

Demands and resources predict it better than attitude

The job demands-resources literature describes a health impairment process in which ongoing demands drain mental and physical resources, and a motivational process in which resources drive engagement. A 2022 systematic review in Frontiers in Psychology examined twenty articles from a database search covering 2001 to 2022 in support of that structure.

Nobody withdraws from something they never cared about. The pulling back is the second act, and the first act was caring more than the job could return.

Who carries this with you

Reduced discretionary effort is read by everyone around the person long before anybody asks about it, and it is almost always read as a verdict on them.

01

The team reading the silence

Colleagues interpret reduced discretionary effort long before anyone asks about it, and they usually interpret it as a verdict on them. Senior professionals rarely intend that and are rarely in a position to correct it. Naming the withdrawal accurately, first to oneself, is what makes it possible to say anything useful to a team at all.

02

The partner who sees it first

Household members notice flattening earlier than employers do, because they see the version of the person that is not being managed. Couples sessions are used when the withdrawal has crossed over and a partner is being asked to absorb the difference. Individual work covers the same ground when the relationship is not the pressure point.

03

The employer, kept outside

Employers hold no role here. CEREVITY operates private-pay, so no insurance claim is submitted and nothing is routed through an employer benefits administrator. For a client whose organisation is actively assessing them for promotion, succession or a performance process, that separation is the condition on which they will speak candidly at all.

§02 / 09 / Telehealth

Why it follows over-investment, not laziness.

Job demands-resources theory explains withdrawal better than character does. Demands that stay high while resources fall drain energy through what the literature calls the health impairment process, and the professionals who pull back hardest are usually those who spent the most, because discretionary effort is the only thing there is to withdraw.

A

The three states told apart early

Treatment starts by establishing which version of this is happening: an early burnout signal, a deliberate limit, resentment at something specific, or a job that was never going to fit. Each has a different remedy, and choosing the wrong one costs months. Most people arrive having assumed the worst of themselves and having tested none of it.

B

A limit that can be stated out loud

Where the withdrawal is a sound response to an unsustainable load, work moves it from something done quietly to something the client can describe, defend and hold. A boundary that has been articulated survives a bad quarter. One that is only being enacted tends to collapse under the first direct request.

C

Decisions taken from a recovered baseline

CEREVITY clinicians decline to treat a resignation drafted during the flattest month as settled judgement. Where exhaustion is present, the sequence is recovery first and the career question second, because the mental distance dimension is the one that lifts last and it is the one currently answering the question.

§03 / 09 / Mechanism

Burnout, resentment, or the wrong job.

Three questions separate the versions of quiet quitting that look identical from outside: whether exhaustion is present, whether the withdrawal has spread beyond work, and whether it was chosen. Professionals can answer all three honestly without an instrument, and the answers point at different remedies.

Quiet quitting and the second dimension of burnout are behaviourally identical from outside, which is why the label cannot do the sorting on its own. The World Health Organization classifies burn-out in ICD-11 as an occupational phenomenon and not as a medical condition, defining it as a syndrome conceptualized as resulting from chronic workplace stress that has not been successfully managed, with three dimensions: feelings of energy depletion or exhaustion, increased mental distance from one's job or feelings of negativism or cynicism, and reduced professional efficacy. The second of those describes doing the minimum and feeling detached almost word for word. So does Gallup's not-engaged category. One is a survey classification built from how somebody answered a set of workplace items, the other is a description of a stress syndrome, and the same behaviour sits in both.

Three questions separate the versions, and none of them requires an instrument. First, is exhaustion present? Burnout's first dimension is energy depletion, and withdrawal that arrives alongside it, particularly withdrawal that does not lift after a fortnight away, is an early burnout signal rather than a boundary. Second, has the withdrawal generalised? A limit that is specific to one employer, with capacity intact for friends, exercise, reading and the rest of a life, is a boundary and frequently a sound one. Flatness that has spread everywhere is a state, not a position, and no amount of renegotiating a workload will touch it. Third, was it chosen? A person who can say what they are protecting and what they are protecting it from is holding a limit. A person who noticed one day that they had stopped is describing something that happened to them. Resentment belongs in a fourth box: Gallup's actively disengaged category, whose members it describes as loudly quitting and as not just unhappy but resentful, which is a different category from quiet quitting and points at a specific grievance rather than a general depletion. And where neither exhaustion nor relief nor grievance is present, and the withdrawal has simply been stable for a year, the honest reading is usually fit.

What the evidence supports here is narrower than the volume of commentary suggests, and the limits should travel with the numbers. Gallup's categories are attitudinal classifications built from survey responses in a panel, not clinical assessments of individuals, so membership of the not-engaged group establishes nothing about whether any particular person is unwell. The World Health Organization states that burn-out refers specifically to phenomena in the occupational context and should not be applied to describe experiences in other areas of life, which means it is not available as a general explanation for a flat year. The job demands-resources literature is model-level evidence about how demands and resources move engagement and burnout across populations; the systematic review used here examined twenty articles drawn from a database search covering 2001 to 2022, and none of that constitutes a test that sorts one individual into one of these boxes. No such test exists. The sorting is done by watching what the withdrawal does over several weeks, which is slower and more reliable than any questionnaire currently available.

§04 / 09 / Cases

Common challenges we address.

Withdrawal read as a verdict already delivered

The patternClients arrive having concluded that the pulling back proves something settled: that the job is wrong, that they are finished with the field, or that they have become somebody who does not care. The conclusion feels like clarity because it is quiet and it has been there for months. What it usually is instead is the mental distance dimension of exhaustion, which is the dimension that lifts last and therefore does most of the talking.

What we addressClinicians treat the conclusion as data about a state rather than a finding about a career, and then test it. Work tracks whether the flatness moves with load, with sleep, with a fortnight away, and whether it is present in any other part of life. Conclusions that survive a recovered baseline are taken seriously. Conclusions that dissolve with two decent weeks were never conclusions.

A defensible limit that cannot be said out loud

The patternSome clients are doing exactly the right thing and cannot admit it. The job asks for more than it returns, they have adjusted accordingly, and they are carrying the adjustment as a private failure because the workplace has no acceptable language for working the role as written. The concealment costs more than the limit does.

What we addressClinicians name the position accurately: an unsustainable demand met with a proportionate response is a defensible one, and it becomes durable once it can be described rather than only enacted. Work covers what is being protected, what it is being protected from, and how the limit is stated in a room where it will be challenged.

§05 / 09 / Methods

Evidence-based treatment approaches.

CEREVITY clinicians work with professionals on establishing which state the withdrawal belongs to before anything is decided: exhaustion and its recovery, a limit that can be stated rather than only enacted, a specific grievance where one exists, and the fit question once a recovered baseline makes it answerable.

Modality 01

Individual therapy, 50-minute sessions

Weekly 50-minute sessions establish which state the withdrawal belongs to and track it across enough weeks to see whether it moves. Work covers the load that produced it, what was being spent before it started, and whether capacity outside work has changed. Cadence matters more than length while the picture is still being established.

Modality 02

Extended 90-minute sessions for a load review

The 90-minute format is used to map an entire role in one sitting: every demand, every resource that has left, every piece of discretionary effort that stopped and when. Fifty minutes surfaces the list without finishing it, which leaves clients holding an inventory and no conclusion.

Modality 03

Cognitive behavioural work on the withdrawal loop

Cognitive behavioural approaches target the specific loop in which reduced effort produces reduced feedback, which produces further reduction. Work identifies where the loop is self-sustaining rather than load-driven, tests small reversals, and reads what happens. The target is the loop, not the limit, which may be appropriate and worth keeping.

Modality 04

Values-based work for fit questions

Acceptance and commitment approaches are used where the withdrawal is stable, exhaustion is absent, and the real finding is that the work is not something the client wants to be good at. Content covers what the role costs, what it returns, and what a person is actually organising a working life around.

Modality 05

3-hour intensive for a career position review

The 3-hour block suits clients weighing a role change against a contract, a partnership vote or a vesting date, where the material does not fit into weekly instalments. A single extended sitting covers the current load, the state of recovery, the constraints that are real, and what a defensible next twelve months looks like.

The cost of quiet quitting going unaddressed

Consider what is at stake when quiet quitting goes unaddressed:

Private-pay structure

Work is private-pay. No insurance claim is submitted, no diagnosis is filed with a payer, and nothing is routed through an employer benefits administrator. Quiet quitting is not a diagnosis in any case, and insurance-based care would require a clinician to record something else in its place.

What the fee covers

Fees cover clinician time in 50-minute, 90-minute or 3-hour blocks. Therapy does not change a workload, a headcount decision or a manager, and CEREVITY makes no claim otherwise. What the fee buys is an accurate reading of what the withdrawal is, a limit that can be held deliberately, and a career decision taken from a recovered baseline rather than the flattest week.

§07 / 09 / Evidence

What the research shows.

Three findings frame quiet quitting accurately. Gallup, whose engagement categories supply the working definition, found 31% of U.S. employees engaged and 18% actively disengaged in the first half of 2026, from quarterly web surveys of 43,262 employed U.S. adults aged 18 and over on the Gallup Panel with a margin of error of plus or minus 0.7 percentage points. The World Health Organization defines burn-out in ICD-11 as an occupational phenomenon and not a medical condition, listing increased mental distance from one's job among its three dimensions. And the Bureau of Labor Statistics reported 3.2 million quits at a rate of 2.0 percent in June 2026, noting that the quits rate can serve as a measure of workers' willingness or ability to leave jobs.

Two survey measures and one labour market measure, each with a different population and a different thing being counted. None of the three is a clinical finding about an individual.

Read together, those support treating quiet quitting as a signal to be interpreted rather than a behaviour to be corrected or celebrated. The engagement figures establish how common the middle category is and nothing about who in it is unwell. The ICD-11 entry establishes that the flat, distant quality of the withdrawal is one of the three components of a recognised occupational syndrome, which is why exhaustion is the first thing to check for. The quits rate matters because it is the alternative: when leaving is expensive or unavailable, adjustment happens inside the job, and a workforce that cannot exit will renegotiate silently instead. For the professionals seen here that arithmetic is usually explicit, involving vesting schedules, partnership tracks and credentialing timelines. None of that makes the withdrawal irrational. It does mean the withdrawal is carrying information about a load, and that reading it as a character finding wastes the information.

§§ / 09 / Recap

Key takeaways.

Five things to remember

  1. Not a diagnosis Quiet quitting appears in no diagnostic manual. Gallup's not-engaged category is a survey classification, and the World Health Organization classifies burn-out itself as an occupational phenomenon rather than a medical condition.
  2. Exhaustion is the first thing to check Withdrawal arriving alongside energy depletion, and not lifting after a fortnight away, is an early burnout signal rather than a boundary. Withdrawal with capacity intact everywhere else is a boundary.
  3. It follows over-investment Only discretionary effort can be withdrawn, and only somebody who was giving it has any to withdraw. Job demands-resources research locates the cause in demands outrunning resources rather than in attitude.
  4. Decide from a recovered baseline Mental distance from the work is the dimension that lifts last, which makes the flattest month the worst time to resign. Establish the state first, then take the career question.
  5. CEREVITY provides this through online individual therapy nationwide, with full privacy through its private-pay concierge network and no insurance involvement.

§08 / 09 / FAQ

Frequently asked questions.

What is quiet quitting?

Quiet quitting describes doing the job as written and withdrawing the discretionary effort beyond it, and Gallup treats it as its not-engaged category: people who do the minimum required and are psychologically detached from their job. Gallup states plainly that not engaged employees are quietly quitting. Professionals should read that as an attitudinal classification drawn from survey responses, not a diagnosis and not a finding about any individual. In the first half of 2026, Gallup found 31% of U.S. employees engaged and 18% actively disengaged, from quarterly web surveys of 43,262 employed U.S. adults aged 18 and over, which leaves roughly half in the middle category.

Is quiet quitting a sign of burnout?

Sometimes, and the deciding factor is whether exhaustion is present. The World Health Organization defines burn-out in ICD-11 as a syndrome conceptualized as resulting from chronic workplace stress that has not been successfully managed, with three dimensions: energy depletion or exhaustion, increased mental distance from one's job or feelings of negativism or cynicism, and reduced professional efficacy. The second dimension looks identical to quiet quitting from outside. Where a professional is also depleted, where the flatness has spread past work, and where a fortnight away does not move it, the withdrawal is better read as an early burnout signal. Where energy is intact and the pullback is specific to one employer, it is a boundary rather than a symptom.

Am I quiet quitting or just setting a boundary?

Three questions usually settle it, and quiet quitting is the wrong frame for at least one of the answers. Was it chosen, meaning can you say what you are protecting and from what, or did you notice one day that you had stopped? Is it specific to this employer, or has the flatness turned up at home, with friends and in things you used to want to do? And is exhaustion present? A chosen, contained withdrawal with capacity intact elsewhere is a limit, and often a proportionate response to a load that outran its resources. An unchosen withdrawal that has generalised, with energy depletion attached, is a signal about your state rather than a position on the job.

Should I quiet quit or leave?

Neither question is answerable while the withdrawal is at its deepest, which is the point most professionals ask it. Mental distance from the work is the burnout dimension that lifts last, so a resignation drafted in the flattest month is being written by the symptom. The practical sequence is to establish which state this is, address exhaustion where it is present, and take the career question from a recovered baseline. The Bureau of Labor Statistics reported a U.S. quits rate of 2.0 percent in June 2026, describing it as a measure of workers' willingness or ability to leave jobs, and for senior professionals the ability side usually involves vesting, partnership or credentialing timelines worth mapping deliberately rather than in a bad week.

How common is quiet quitting?

Common enough that the middle category is the largest one, on the only measure of quiet quitting in wide use. Gallup found 31% of U.S. employees engaged and 18% actively disengaged in the first half of 2026, from quarterly self-administered web surveys of 43,262 employed U.S. adults aged 18 and over on the Gallup Panel, leaving about half in the not-engaged group it describes as quietly quitting. Globally, engagement fell to 20% in 2025 with 17% actively disengaged, from World Poll interviews with 263,810 respondents of whom 141,444 were employed, collected January to December 2025. Prevalence of a survey category is not prevalence of a disorder, and neither figure says who is unwell.
